This position provides Williams' Ohio River Supply Hub (ORSH) - Northeast Operating Area (OA) with on-going Environmental regulatory and compliance leadership. The Supervisor Environmental position will lead a team of Environmental Specialists who will facilitate and support compliance with Air Quality Permits, Spill Prevention Control & Countermeasure Plans (SPCC), West Virginia Above Ground Storage Tank Rule, and will ensure implementation and compliance of all new and revised WIMS procedures.
_Accountabilities include but are not limited to the following:_
* Lead a team of environmental professionals to maintain excellent environmental compliance in ORSH
* Ensure compliance with state and federal environmental requirements at all ORSH facilities and ROW's
* Ensure proper completion and documentation of all compliance tasks
* Maintain environmental plans (SPCC, etc) in compliance with regulatory requirements
* Ensure communication and training of operating permit requirements for ORSH Operations Supervisors and Managers Respond to internal and external audit findings
* Act as a liaison between state and federal regulators and the ORSH operations leadership team
* Review environmental compliance tasks and manage compliance information using Williams' environmental and operational systems.
* Develop strategies to meet environmental targets/goals and to encourage best practices
* Approve all submittals to state and federal regulatory agencies including permit revisions and information request response letters
* Coordinate and assign Environmental Specialist trainings to continue professional development
* Lead/participate in environmental risk assessments, provide recommendations as appropriate to ORSH operations leadership team and manage the implementation of the approved risk mitigation action plan
* Prepare reports, presentations, and lessons learned for the ORSH management team, to be used by leadership during employee meetings, new hire orientations, and EHS meetings
* Ensure that required testing, sampling, monitoring, data gathering, and recordkeeping, is completed for spill remediation, tank inspections, FLIR OGI surveying, and NORM surveying where appropriate
* Prepare an environmental budget that includes all reasonable expenditures for environmental contractors, vendors, and consultants.
* Track and compare environmental expenditures to the franchise operating budget
* Perform periodic on-site field support for audits, inspections, meetings, and other events
* Manage ORSH's residual waste generation and disposal by working with the Environmental Specialist to complete contract reviews and acceptable waste outlets while meeting Williams' standards.
* Bachelor's degree in Environmental Science, Engineering, Safety and Environmental Management, or other technical discipline from an accredited college or university
* 5+ years related experience with state and federal regulations related to air permitting and operating compliance and environmental reporting
* Experience in the Oil and Gas industry, preferably with an emphasis on natural gas gathering and liquids processing
* Attention to detail, strong organizational skills, and the ability to collaborate with other leaders to develop effective solutions to highly complex issues
* Ability to provide information to, and work with, supervisors, co-workers, vendors, contractors, regulators and other stake holders through various communications such as telephone, email, in written form, in-person and group presentations
* Knowledge of environmental best practices as they relate to the oil and gas industry
* Availability to take calls and provide field support as needed outside of normal business hours
* Ability to travel away from the local franchise to meet business needs at up to approximately 25%
* Experience with Optical Gas Imaging and equipment such as Forward Looking Infrared (FLIR) cameras
* Detailed knowledge of the following regulations: Quad O, Quad Oa, West Virginia AST, SPCC, RCRA, USEPA, WVDEP, and PADEP
